Modi’s foreign guests: Decoding their relationship with India

Modi’s foreign guests: Decoding their relationship with India

Eight foreign leaders from India’s near-abroad are attending Prime Minister designate Narendra Modi’s oath-taking ceremony in Rashtrapati Bhavan on Monday evening.
While the focus will inevitably be on Pakistan Prime Minister Nawaz Sharif, the other guests, six from Saarc countries and Mauritius Prime Minister Navinchandra Ramgoolam, have their own relevance and importance for India. The others are: outgoing Afghanistan President Hamid Karzai, Maldives President Abdulla Yameen Abdul Gayoom, Sri Lanka President Mahinda Rajapaksa, Bhutan Prime Minister Tshering Tobgay, Nepal Prime Minister Sushil Koirala, and Shirin Sharmin Chowdhury who is the Speaker of Bangladesh parliament.

Here is a brief compilation of India’s existing relations with countries whose leaders have been invited by Modi for his inauguration and pending issues with each of these neighbours.
Pakistan
Of all the eight invited countries, Pakistan is the only country India has fought three wars with, apart from a limited war in Kargil in 1999. Therefore, Pakistan acquires crucial importance in the Indian strategic ethos.
The two nuclear-armed neighbours have traditionally had one-step-forward-two-steps-backward kind of a relationship in their chequered history. The major problem between the two is Pakistan’s propensity for using terrorism as an instrument of its foreign policy vis-a-vis India.
All Indian conversations with Pakistan are geared to having an environment free from violence and terrorism. India's template for Pakistan was last set at the highest level in April 2010, during the meeting between the then Indian and Pakistani prime ministers, Manmohan Singh and Yousaf Raza Gilani, on the margins of the Saarc Summit in Thimpu. At that meeting Manmohan Singh had spoken about India's willingness to resolve all outstanding issues through bilateral dialogue.
Follow up meetings were held by the two foreign ministers in Islamabad in July 2010, and the two foreign secretaries in Thimpu in February 2011. During the latter meeting it was formally agreed to resume dialogue on all issues: (i) counter-terrorism (including progress on Mumbai trial) and humanitarian issues at home secretary level; (ii) peace and security, including CBMs, (iii) Jammu & Kashmir, and (iv) promotion of friendly exchanges at the level of foreign secretaries; (v) Siachen at defence secretary-level; (vi) economic issues at commerce secretary level; (vii) Tulbul Navigation Project/Wullar Barrage at Water Resources Secretary-level; and (viii) Sir Creek (at the level of Surveyors General/Additional Secretary).
According to the Ministry of External Affairs, since then several efforts have been made by the two countries to enhance people-to-people contacts. Cross-LoC travel and trade across Jammu and Kashmir, initiated in 2005 and 2008 respectively, is an important step in this direction. Further, India and Pakistan signed a new visa agreement in September 2012 during the visit of then external affairs minister Salman Khurshid to Pakistan which led to liberalisation of bilateral visa regime.
Current Scenario
The Indo-Pak peace process has been stalled for well over a year; first because of general elections in Pakistan in May last year and then because Pakistan’s PML (N), which received a strong mandate in the 11 May 2013 elections, awaited a clear political climate from a poll-bound India.
All issues between India and Pakistan are currently pending. Nawaz Sharif’s upcoming visit and his meeting with Modi is expected to kickstart the bilateral dialogue process, though the Modi-Sharif meeting on 27 May would largely be an opportunity for the two leaders to familiarise with each other.
Afghanistan
India accords a very high degree of importance to this land-locked neighbour which is vital for peace and security in India. Afghanistan is preparing itself for three simultaneous political, security and economic transitions in 2014 and India has already sought to allay fears about the future by making a long-term commitment to the security and development of Afghanistan. India has already pumped in developmental aid and assistance worth $2 billion in Afghanistan, making India the largest donor nation from among the regional countries and among the largest overall.
Current Scenario
The entire Indian exercise in engaging with Afghanistan is aimed at insulating itself from possible adverse fallout after the American/NATO troops withdraw from Afghanistan by this year end. India, like China and Russia, is apprehensive of Afghanistan slipping back to Taliban control.
Bangladesh
India shares its longest land border with Bangladesh (over 4,100 kms). The importance of Bangladesh for India can be gauged by the fact that the Indian North East is Bangladesh-locked. India has enjoyed good political relations with India, except for the time when Begum Khaleda Zia ruled Bangladesh. India, which was the first county to recognize Bangladesh as an independent nation in December 1971, reaffirmed its strong ties with Dhaka on 7 August 2013 by announcing a billion dollars soft loan to Bangladesh, the biggest ever credit package India had ever earmarked for any nation. The two countries’ annual bilateral trade is over $5 billion.
Pending Issues
Land Boundary Agreement and Teesta River Water Sharing Accord are two game-changing bilateral agreements that Bangladesh Prime Minister Sheikh Hasina is keenly looking forward to. Neither has materialised though both are done deals but the state government of West Bengal, led by Chief Minister Mamata Banerjee, has spiked both.
Bhutan
Ever since establishment of diplomatic relations between India and Bhutan in 1968, Bhutan has been the closest and virtually zero-problem neighbour. From Indian perspective, Bhutan has been a model neighbour. India is the largest and development partner of Bhutan.
Pending issues
Bilaterally, there are no major pending contentious issues. But New Delhi is worried about China establishing direct diplomatic ties with Bhutan and setting up an embassy in Thimpu. Thus far, India has been the sole foreign policy manager of Bhutan. But the entry of China in the Bhutan picture may radically change the strategic calculus.
Maldives
India has traditionally had close and warm ties with Maldives and was among the first to establish diplomatic ties with Maldives after its independence from Britain in 1965. India established its diplomatic mission in Male, the Maldives capital, in 1972. India has the second largest expatriate community in Maldives with strength of about 26,000.
Pending Issues
There are no major differences between India and Maldives but the increasing influence of China, and also of Pakistan to some degree in this Islamic nation located in the Indian Ocean-Arabian Sea area, is a strategic concern to the Indians. Also, in the past couple of years the Maldivian domestic politics has increasingly challenged the Indian clout in this country of a double chain of 26 atolls.
Nepal
India has a porous 1,850-km-long border and visa-free regime with Nepal. This predominantly Hindu nation borders five Indian states -- Sikkim, West Bengal, Bihar, Uttar Pradesh and Uttarakhand. Over six lakh Indians are living in Nepal. India has been and continues to be Nepal’s largest trade partner, source of foreign investment and tourist arrivals.
Pending Issues
Because of the long porous border between India and Nepal, Pakistan has been using Nepal as a conduit for funneling fake Indian currency into India and also using the Nepalese territory as a launching pad to smuggle in terrorists and weapons into India. As if the increasing influence of Pakistan in Nepal were not enough, India also has to contend with a rapidly increasing presence of China in Nepal. Because of the rapidly rising Chinese influence, the Nepalese politicians have often played the China card with India in their political discourse with India.
Sri Lanka
India’s relations with Sri Lanka are traditional and the island nation figures prominently in Hindu scriptures like the Ramayana. Sri Lanka is India’s largest trade partner of India in South Asia with bilateral trade over $4 billion in 2012. India is among the four largest overall investors in Sri Lanka with cumulative investments of over $800 million.
Pending Issues
Though the relations between India and Sri Lanka go back to more than 2,500 years, the bilateral relationship has been a roller-coaster ride, primarily because of the over quarter century civil war in the island nation that culminated with the defeat of the LTTE in May 2009 and the widespread allegations of human rights violations by Colombo against the ethnic Tamils. The plight of ethnic Tamils in Sri Lanka has been a prime political issue raised by all Tamil Nadu political parties and a major headache for the Central government in New Delhi. Steady increase of Chinese and Pakistani influence in Sri Lanka is another bugbear for India.
Mauritius
Though diplomatic relations between India and Mauritius were established in 1948, Mauritius has had strong connections with India since the 1820’s when Indian workers started coming into Mauritius to work on sugar plantations. From 1834, large numbers of Indian workers began to be brought to Mauritius as indentured labourers. About half a million Indian indentured labourers are estimated to have been brought into Mauritius between 1834 and the early decades of the 20th century, out of whom about two-thirds are settled permanently in Mauritius. Ever since Mauritius’ independence on 12 March, 1968, the first Prime Minister and the Father of the Mauritian Nation Sir Seewoosagur Ramgoolam accorded centrality to India in Mauritius’ foreign policy. Subsequently, successive Mauritian leaders ensured that India occupies a position of significance and importance in the foreign policy orientation and activities of Mauritius.
Current Scenario
There are no major contentious issues between India and Mauritius. The importance Mauritius attaches to India is made clear by the fact that Mauritian government contacted the MEA and conveyed their prime minister’s keenness to attend Modi’s inauguration. Though Modi wanted to invite only Saarc leaders, he could not ignore the request of Mauritius.

Narendra Modi's Cabinet: List likely to be sent to President on Monday

Narendra Modi's Cabinet: List likely to be sent to President on Monday

New Delhi: A day ahead of Prime Minister-designate Narendra Modi's swearing-in, meeting was held between senior Bharatiya Janata Party (BJP) and Rashtriya Swayamsewak Sangh (RSS) leaders on government formation.
The senior leaders deliberated on the possible names for council of ministers, who will take oath along with Modi tomorrow evening. The list is expected to be conveyed to the Rashtrapati Bhawan by Monday morning, as per reports.
BJP leader Arun Jaitley met senior RSS functionary Suresh Soni at the RSS head-office here.

Speculations have also been doing the rounds that Modi may opt for a smaller and leaner Cabinet, keeping in tune with his 'minimum government, maximum governance' agenda.

As per sources senior BJP leaders like Rajnath Singh, Nitin Gadkari, Sushma Swaraj, Arun Jaitley and Ravi Shankar Prasad amongst others may be inducted in the Cabinet. BJP president Rajnath's name for Home Ministry, Jaitley's name for Finance, Gadkari's name for Transport and Prasad's name for Law have been doing the rounds for a while now.

On the other hand, BJP allies like Shiv Sena, Chandrababu Naidu's Telugu Desam Party and Ram Vilas Paswan's Lok Janshakti Party may also be accommodated in Modi's team. However, Modi has made it clear that MPs whether in his party or from ally parties should not be hankering after Cabinet berths.

Modi reportedly held a series of meetings with top party leaders yesterday to finalise his team. Series of meeting were held today too.

Meanwhile, TDP chief today met Modi here in Gujarat Bhawan and the meeting lasted for over 30 minutes. Naidu had yesterday met Rajnath at his residence.

BJP's other ally, the Akali Dal has said that it will not join the government at Centre.

Meanwhile, preparations are underway for Modi's oath-taking ceremony tomorrow in the forecourt of Rashtrapati Bhawan. Among other dignitaries, the heads of SAARC nations will be attending the ceremony.

The BJP won a massive mandate in the 2014 Lok Sabha polls bagging 282 seats on its own, crossing the half-way mark of 272 and along with its allies it won 335 seats. The Congress on the other hand was decimated ending up with just 44 seats.

The results were declared on May 16. Modi was BJP prime ministerial candidate.

Narendra Modi finding favour with Muslims in Gujarat: Madani

Narendra Modi finding favour with Muslims in Gujarat: Madani

Modi finding favour with Muslims: Madani
Modi finding favour with Muslims: Madani
New Delhi: The minorities in Gujarat seem to be developing a positive approach regarding Chief Minister Narendra Modi. Maulana Mahmood Madani, general secretary of Jamiat Ulama-i-Hind, has said that the result of Gujarat assembly elections is a clear indication of change in the mindset of the Muslims towards Modi.

Madani, however, refused to comment on the issue of Narendra Modi’s prime ministerial candidature and said that the time is not ripe to speak on the matter. He further said that it is our compulsion to vote Modi to power as none of wannabes has measured up to his stature in Gujarat. Though he made it clear that at the national level there won’t be any change in the mindset of the Muslims towards Modi.

In recently concluded civic polls too, BJP registered victory in Muslim dominated Salaya area in Jamnagar.

Muslims seem to accept Narendra Modi, says Jamiat leader Madani

Muslims seem to accept Narendra Modi, says Jamiat leader Madani
Maulana Madani

As makeover, Modi sheds his global pariah tag and stands on the cusp of acceptability, there's also a churning taking place in the hard line Deoband seminary whose sway over Muslims straddles the entire subcontinent. In the first sign of a softening of stand in India's most conservative and radical school of Islam towards the Gujarat Chief Minister, Jamiat Ulema-e-Hind general secretary Maulana Mehmood Madani admitted there's a change in the Muslim psyche towards Modi and a section of Muslims had voted for him.

"In Gujarat, Jamiat workers on the ground have told me that in several Assembly segments, Muslims voted for Modi. There is a perceptible change of heart and circumstances are different now. I agree the times are changing. Muslims in Gujarat are economically better off than in several states which have so-called secular governments in power," he told Rahul Kanwal in an exclusive interview on Seedhi Baat.

This statement from the Jamiat - the political offshoot of Darul Uloom, Deoband, that holds the pulse of millions of Muslims and is the final word in Islamic jurisprudence - is a covert endorsement for Modi in the run-up to his Delhi crowning. Modi may no longer be an untouchable for a community which accused him of masterminding one of the biggest anti-Muslim pogroms." More innocent Muslims are wallowing in prisons of Maharashtra than in Gujarat. The human rights record of several states with secular governments in power is deplorable and the economic situation of Muslims in West Bengal is shocking. These states don't have a Modi at the helm. This is a ground reality we can't ignore," said Madani.

The Madani family which controls Deoband and played a critical role in the dramatic coup to oust the seminary's rector Maulana Vastanvi for his pro-Modi remark, may be actually softening their hawkish stand. To a query on whether Muslims will accept Modi as Prime Minister, Madani did not vent his spleen as Deobandi hawks are wont to do. "It's too early to comment. Even the BJP has not decided on its PM's face. Let the time come, we will react."

But the BJP may not longer be a pariah for Muslims in the run-up to the 2014 elections. Madani said, "Just not in Gujarat, even in Bihar, Muslims have voted for BJP, which is in alliance with a secular party, the JD(U). There's a thaw in hostility towards BJP. There's a change of heart in Gujarat. But I am not sure if the Bihar-Gujarat experience will set the trend and become a pan-India phenomenon for the BJP," he said.

But while Madani was cautious about not toeing Vastanvi's line on Modi, he did not mince words to condemn the execution of Parliament attack mastermind Afzal Guru. "It was hasty and surreptitious move. Afzal Guru's hanging smacked of Maoist justice delivered in kangaroo courts. The denial of his last wish to meet his family is a blatant human rights violation. It was a political execution, a knee-jerk reaction from a government which was trying to prove that it's not soft on terror to cut the rising tide of Modi and his imminent march to Delhi.

Madani also said Guru's hanging has dealt a big blow to those fighting for human rights and campaigning against terrorism. "We in the Jamiat will suffer. We had moved a resolution in Deoband on Kashmir and rallied support for the government at the Ramilila Ground in Delhi. Now this clandestine execution will hurt our efforts and boomerang on the government. How will we face our community now," asked Madani.

He also condemned Shinde's remark on Hindu terrorism. "For several years, terror unleashed by jihadi groups was given the colour of Islam. And no one objected. I raised this issue in Parliament also, but nobody heard us. This was very unfortunate. And now Shinde's statement on Hindu terrorism is equally condemnable."
The Jamiat leader's views could well send alarm bells ringing in the Congress which has assiduously cultivated the country's oldest and most influential Muslim organisation over the years to woo the Muslim electorate.

Narendra Modi declares himself as married man
In his nomination form, Modi also declared that he has no information about Jashodaben's income, IT returns and PAN details

NEW DELHI: Bharatiya Janata Party's prime ministerial candidate Narendra Modi has declared for the first time that he is married.

In his affidavit filed in Vadodara, Modi declared Jashodaben as his wife.

In the four assembly election that he fought in Gujarat, the column on 'spouse' were always left blank, reported the Indian Express.

Vadodara returning officer Vinod Rao took about 12 hours to declare Modi's affidavit, which is unusual for a candidate for his stature, reports the Indian Express.

The daily also reported that several meetings preceded the declaration.

In his nomination form, Modi also declared that he has no information about Jashodaben's income, IT returns and PAN details.

The Representation of the Peoples Act 1951 mandates that the candidate declare all information of the spouse, failing which the candidate can be disqualified.

Narendra Modi Wednesday filed his nomination papers from Vadodara Lok Sabha constituency in Gujarat.

While signing the papers, he was joined by a local tea vendor who was chosen by the party leadership in a bid to cash in on Modi's tea-seller background and reach out to the masses.

Raj Thackeray's anti-Modi tune: PM belongs to whole country, not just a state

Raj Thackeray's anti-Modi tune: PM belongs to whole country, not just a state

Maharashtra Navnirman Sena (MNS) chief Raj Thackeray on Thursday dared BJP prime ministerial candidate Narendra Modi to quit as Gujarat chief minister and asked him to stop talking only about his own state.

"A prime minister has to serve the entire country, not just his own state. I really admire Modi's developmental work in Gujarat, but now he must focus on bringing change to India, not merely speak about Gujarat," Raj was quoted by IBN-Lokmat as saying.

The report said that Raj told a press conference in Nashik on Thursday that Modi should have resigned as Gujarat CM after he was named BJP's PM candidate.

Thackeray also slammed Modi's speech at his rally in Mumbai. "You come to Mumbai and speak about the Gujarati community and about Sardar Patel's statue. Why didn't you speak about Shivaji Maharaj?" he said.

The MNS chief hailed the fall of the Congress government in Delhi and the rise of AAP, but clarified that Maharashtra did not require the Aam Aadmi Party's presence.

"Today, you are all talking about AAP, but I have been saying for the last many years that vote me to power in Maharashtra because things cannot change otherwise. I would fix Maharashtra's problems," he said.
Thackeray's remark drew a sharp response from BJP, an ally of his estranged cousin Uddhav Thackeray's Shiv Sena, with its Maharashtra unit chief Devendra Fadnavis saying Modi is competent enough to decide when to quit.

"Modi is performing his duties as chief minister with efficiency. So there is no question of his resigning from his post," he said in Mumbai.

"Modi doesn't speak about Gujarat...he speaks about development, growth, inclusivity, social sector, demographic advantage, jobs...he speaks about India. If Mr Thackeray had listened to Mr Modi's speeches, he would never give such a reaction," Fadnavis said.

He said since Modi had dwarfed his rivals, they were repeatedly attacking him.

Thackeray is slated to hold several meetings in different parts of the state in coming weeks.
His remarks point to a shaky relationship with the BJP’s PM face. Raj was among the few leaders Modi had invited to Gujarat in 2012 when he was sworn in as the chief minister for the fourth term.

The BJP has an alliance with Shiv Sena, headed by Raj’s cousin Udhhav Thackeray who has backed Modi’s candidature.
